I have no problem with voluntary ID cards.

Which, in any case, we already have. For all practical intents and purposes, a passport serves nicely as an entirely-voluntary ID card. No one can force anyone to get one, or to carry it if you have one, but if you want to be able to prove your identity, that's as good as anything.

Yes; and you even need them (or a photo driving licence) to get on a domestic flight, since 9/11.
